Palmer joined PILP in 2023 and focuses on the intersection of public benefits and houselessness.  In particular, Palmer will be working on increasing access to the CDSS housing/homelessness programs, including CalWORKs Housing Support Program (HSP) and Homeless Assistance (HA), the Housing and Disability Advocacy Program (HDAP), and Bringing Families Home. Prior to joining PILP, Palmer worked with the Housing and Youth Justice units at Bay Area Legal Aid.  Palmer brings expertise in eviction and fair housing law, public benefits, and child welfare.
