PILP Increases Access to Cash Assistance Program for Immigrants (CAPI) benefits by Curbing Illegal Practice of Counting CalFresh benefits and HUD subsidies in Eligibility Determination (2020)
In 2020, PILP demanded that the California Department of Social Services(CDSS) stop its illegal practice of counting CalFresh benefits and federal Department of Housing and Urban Development (“HUD”) subsidies ineligibility determinations for the indigent exception to sponsor deeming requirements for the Cash Assistance Program for Immigrants (CAPI) program. The Department’s improper and unlawful interpretation of federal and state law harmed low-income seniors and disabled immigrants in California. The Department changed the policy and issued benefits to our client, restoring access to critical CAPI benefits.
