In 2019, PILP and Legal Services of Northern California issued a demand letter challenging Del Norte County’s unlawful administration of its General Assistance (GA) program, which resulted in denials for virtually everyone (98%) who applied for relief, including unhoused persons. In response to the demand letter, the County completely reformed its program, increasing the GA caseload five-fold since the new rules were implemented.
